Welcome to the October 2022 update!
We are continuing to work with our consultants towards obtaining a Construction Certificate so that we can commence construction of Release 5.
We understand that Council is satisfied with all engineering and landscape aspects of our application for the Construction Certificate.
While this is undoubtedly good news it is dampened by the fact that we are still anxiously awaiting news on the environmental aspects of the application. However, we have ensured that all environmental reports have been updated to address the Council’s previous comments and re-submitted to the Council for review and are hopeful the Council will be satisfied with those environmental aspects and issue a Construction Certificate very soon.
Overall, we are quite disappointed that the application process that, in our experience, typically takes 6 months has so far taken almost 12 months and is yet to reach its conclusion. There have been a couple of notable delays in the application including:
That we needed to lodge a modification to rectify anomalies and contradictions within the Development Consent SF10809. This modification was submitted in March 2022 and in July 2022.
We have been required to provide a larger than usual number of environmental reports including a biodiversity management plan (BMP), a construction environmental management plan (CEMP), a vegetation management plan (VMP), a remediation action plan (RAP) and an accompanying site remediation and validation report (SRVR). Many of these reports are extensive documents that do not have clear requirements set out in development controls making their approval an iterative process with council requiring numerous revisions before finalisation. With that in mind you might appreciate how happy we are to be able to let you know that each of those reports have been completed and submitted to the Council.
Due to these delays and despite our best efforts to keep the application progressing as expeditiously as possible, we have had to revisit the anticipated registration date. At this stage, assuming our Construction Certificate application is approved shortly and there is not too much wet weather over the coming months, we anticipate that Release 5 will be registered in October 2023. This updated forecast is based on the construction program provided by our preferred contractor and assumes that Construction Certificate will be issued in the next month so that and construction can start before Christmas.
